Request slips and "sing one, bring one" for me, please.
Even regulars know if they give me more than one slip at a time then they may not get to sing all of them, and I choose the order in which they sing the submitted songs.
I occasionally will run into someone signing up for a song which someone before them has already put into sing. If I catch it when it's given to me, I'll tell them. If not, then 1 or 2 songs before they're up, I'll call them to the stage and let them know. Usually they've already heard someone else sing "their" song, and they'll come up to change it.
I agree that a list can give some people the impression that's a strict rotation. But I might end up juggling a singer 1 or 2 spots so as not to have 2 ballads back-to-back, or move someone I know is a really good singer between a couple who aren't so great.
As hosts, we have to consider the overall entertainment value and flow of the show as well as run a fair rotation. I want to be able to make that call during the show and not have to be locked into a black-and-white list.

I also write down the singers on a pad and singers are added to the list as they bring me up there tickets. They will keep there spot in rotation as long as they have tickets turned in. That way they know who there following in rotation and really never have the problem of someone complaining that i skipped them.
I'm probably a jerk for posting this, but arrrrgh, major pet peeve!

And you have triggered two of mine -- one of which is someone posting a link which resizes a browser window. Not nice.

The link wasn't long enough to resize mine either. Although I don't think the link was necessary as i've been caught when typing fast to type in the wrong 'there' before when meaning the other.

I type like a person who has never used a keyboard before (very slowly). Therefore, I rarely make typos or misspell wordsjdcn;djljjl;
