I think you hit the actual nail there. People go to the local haunts when there are no other options for them. When you have one municipality next door to another the town allowing smoking gets the lions share.
Richardson in Texas just went non-smoking EXCEPT for establishments that meet a certain series of criteria and they are grandfathered over as smoking establishments. All new bars will be non-smoking as well as some places that did not meet the criteria. If you want to see if smoking has an impact on the bar receipts that might be a good town to watch.
