I completely disagree. It depends on the set up.
For example, at my Applebee's gig. The customers sing standing in the aisles in front of a 42" TV screen that has my 2 mains on each side of the screen pointed directly at the singer. A floor monitor would be completely useless at that gig and in the way of people walking.
At my Thursday night gig, almost the same setup, but at that gig, the singers are all over the place. They never stand in the same place. They like to be in front of the big screen which has mains on the side of it or they are walking around the bar. Wherever they decide to walk, they can hear themselves fine thru the mains.
The only gigs I use floor monitors on are gigs where the setup in more stationary with a dedicated spot for the singer to stand in.
