Anything over 4:1 for vocals is too much. Since the 1046 has a built in limiter per channel, mic cuppers shouldn't be more than 4:1 & then set the limiter so the volume don't go over a certain point.
As for the ones that hold the mic down at chest level, nothing short of physically pushing the mic to their mouth will really help there. 7:1 ratio would make them virtually unheard. The higher the ratio, the more the compression. You don't want to squish them out entirely which that would do.
