Apples and oranges. If it's made in the UK by a software company based there , and sold and licensed out of the UK, there is no one in the U.S. that can claim licensing authority, since it's proprietary to just that software company, unlike the musical artists and publishers in the U.S. who CAN and DO have licensing authority here.
The reason American artists can be downloaded from overseas is that the U.S. has no jurisdiction there
The reason that the linces granted overseas are invalid here is that THEY have no jurisdiction HERE.
