Scrutinizing the list of songs above, I gather it’s either Bazza is from the Rockies, or it’s in reference to Colorado’s ballot initiative passed as one of the states to legalize recreational use of marijuana (Washington state was the other).  Sing it, but don’t fire-up the Cheech & Chong’s yet until those regs are in place Jan 2014. And make sure you’re in those mentioned States.
