This is not accurate at all. ALL signed orders are posted on PACER unless the order itself is sealed (which happens only rarely in civil cases; when it does, the existence of a sealed order is noted on PACER without a copy of the document).
The "order" that was posted to PACER is actually the plaintiffs' PROPOSED order, which the court ordered them to submit for its review. It has not been reviewed by the court or signed yet. When it is signed (with or without modifications), it will be posted to PACER.
