What agency enforces karaoke channel downloads being used in a commercial environment in the U.S.?

No one- YET. However, if the publishers/owners ever DO get involved, a download based show may incur liability, since no U.S. licensing - unlike the UK- has ever been drafted.

I'd start worrying when and if the owner/publishers get involved. However, limiting liability is always a good business practice.

I thought The Karaoke Channel was an SC entity.

SC started the Karaoke Channel, but it was sold to Stingray in 2007.

We are investigating the commercial use of KC tracks, but we have not yet determined what action we might take, or whether Stingray would need to be involved. I am not prepared to comment any further on the subject, so I won't be able to answer any questions.
