What really gets me is it is charging shipping for something that does not require any.

eBay has a reportable dropdown for this.

Choose "Prohibited & Restricted Items"

Then "Illegal Items and Items encouraging Illegal Activity"

I noticed something similar when I was looking at music videos for DJS. There are people selling DVDs packed with songs and then saying that what the person is buying is just the plastic dvd and the cost to ship it and not the licensing to the songs--which still happen to be on the plastic that they are shipping.
