Just to keep people honest.....a kilt would actually be a skirt. A dress covers top and bottom.
Don't take my word for it though....ask a woman.

I've been to a Vegas show where the guys wore dresses as female impersonators, (practicing his trade), and were dam good at it. I know that I couldn't tell the difference.

Don't take my word for it though....ask a woman. A Kilt is not a skirt, it is technically a "blanket" worn to keep warm at night and clothed by day. I'm scots, and my uncle was a proud "piper" who wore his kilt proud. (Not a Skirt) Thought for the day: "A kilt is a "kilt" & an A$$ is an A$$ and nothing can change it.
