It all depends on where you are. If in the USA, then I think it is the Harry Fox Agency that deals with mechanical copyrights.

You would need to contact the publishing company of the song in question. It would be on the regular CD label, liner or disc somewhere.

You would contact the publisher for a mechanical license and publisher fees quotes per copy.
Unless you were planning to do more than one copy and distribute then no license or fees are necessary.

Karaoke CD+G Creator is easier to use, and cheaper too.
[edited-- I have checked it is of the same price now, $99]

For the mechanical rights it is set at 9.5 cents a song (per copy) paid to the Hary Fox agency. In addition one has to negotiate with the song publiser for the lyric and syncronization rights.
Since the syncornization rights and lyric rights depend on the publisher there is no set rate. Some of the contracts I have seen generally start off with some set fee of $1000-2000 plus some rate per copy. Of course those kinds of fees makes small scale karaoke not very practical in the USA.
Of course if you can find a friendly (small) publisher that would be interested in doing such work on a small scale as a promo for a minor band it certainly could be much more reasonable. The main problem is that for a big agency dealing with major musical acts, the profit from small scale karaoke would entirely be spent on the cost in legal fees for drawing up the contrat on an individual basis.
Therefore don't get your hopes up on making a legal karaoke version and publishing 50-100 copies of a mixed cd of overlooked karaoke songs by major artists. I doubt it could be done unless you end up charging $50-$100 for a 15 song CD (and this assumes you can get your cover band/musical talent to do the work for nearly free). Of course if you can sell 1000+ copies then you can probably do it in the same price range of the other major Karaoke companies.
That is the reason that there are no small karaoke companies I know of in the USA that have only produced under 10 CDs. On the other hand there are several in Canada, Uk and elsewhere.
Fortunately (for Kjs interested in obscure songs) in the UK there is a set fee per copy of the song that is reasonable, and depending on how the song is advertized/packaged it may not even need to have prior approval of the publisher/songwriter. Canada seems to be reasonable as well and there are at least a few very small scale karaoke makers.

Wow thanks for all your time and the great responses.
I tried Karaoke Builder and it seems as if it only uses midi's. Will look into it a bit more.
In the meantime I tried Karaoke CD+G Creator Pro and after it's multiple crashes, I finally created a karaoke song but the quality was very poor in the end
I will try them out some more over the next few days.
Thanks again ![Smile :)](./images/smilies/icon_smile.gif)

I use Karaoke Builder studio and I've tried them all its the most user friendly and has the best editing INHP. I also use Video Karaoke Studio for making my own VCD's it rocks and VKS II is almost ready and it will have tons of new features. Here's a link to thier site.

Good luck.

It uses Wav and MP3' with no problem and is very easy to use. In the editing process you can add photos and you can make the "blue pink and green" for duets and it will look exactly like sound choice.
