I think having a set of rules printed up is probably helpful. If nothing else, no one can try to say you don't treat everyone the same way.

As far as the 'duets count as a turn for both singers 'rule, I actually prefer it. The mic hogs who sing PBTDL ,SLummer Nights' etc in groups just to get in more singing time are less likely to do it if it counts as their 'turn'.

The thing is, most singers , myself included,are happy to sing their tune and give everyone else their moment, but if they are honest, they resent having to sit through the same singer twice or more per rotation. At the very least, it's boring, and at worst, it's time to go somewhere else.

I have recently posted my rules via a slideshow on the monitor facing the crowd while I am doing my show. It works wonders! I just put my company logo and a few "courtesies" for people to follow. You would be surprised at how many people actually read them using this method. You can also promote bar specials and such on a slide if you want and the bar owners really appreciate that!
