It sounds like you want to convert s video to rca and then convert rca to vga? Is that correct or did I read wrong?
If you are going from laptop to a vga connection on a computer monitor or a tv (with vga input) there should be no reason to convert, you should be able to run from the vga out on the laptop to the vga on the computer monitor or tv (with vga input) using a long vga cable.
The unit I linked to above will take a RCA video input or a S-video input and convert out to vga.
