I had a Creative Sound Blaster external sound card that I used for a while.
Unfortunately while the sound was good, it was a bit slower than it should be, with the lyrics ending up being delayed by about 2-3 seconds at the ends of longer (5-6 minute) songs (they were in sync at the beginning of the songs).
When I went back to the internal sound card the sync problems disappeared, and the sound quality was good enough to not be a problem.
Fortunately a lot of recent laptops have good enough sound cards that it is not really a problem, 5-6 years ago external sound cards were usually needed, but I do not think that is the case as much anymore.
Just a warning of my own bad experience with a SC.
No I dont think anything can "fix" bad sound much once it is messed up by a bad sound card (or any other component). Your sound can be "ruined" at any step along the chain from the media to teh speakers, and throwing extra effort or money at the wrong step wont fix the problem created elsewhere.
Converting digital sound is now pretty easy to do compared to several years ago, the technology in an I-pod produces very high quality sound at tiny cost, and that tech has moved into munch of the personal electronics like phones. A decade ago it was not cheap enough that cutting corners on less than adeqate sound devices was accepted practice for much consumer electronics not specificaly designed to be high quality.
