Karaoke version also says not for public performance as well as karafun and karaoke channel. My question is whether they authorize the use or not, can you legally use purchased tracks in a public setting?

The REAL answer to your question is that ALL Karaoke Hosts- Original Disc Based, Media Shifted, or Download Based- exist simply on publisher/owner sufferance. While they have, in general, never given permission for commercial useage, up until now they have shown no interest in bothering Karaoke Hosts.

Unfortunately, certain parties, having failed at their original business model of producing karaoke tracks, have been so loud, so legal noisemaking, that they are beginning to wake the sleeping giants. What happens now will be anyone's guess.

I would also state that the three styles of KJ mentioned above face differing levels of liability.

The first, at worst, could get hit with a cease and desist.

The second, if they can produce discs for each track, may get hit with the same, or a fine.

The third, with no physical proof of of purchase except maybe a reciept from some site, could get nailed to the wall.

Either way, if-at this point- the giants feel they should get involved- feel free to thank that well-known failed karaoke label for the results.

Karafun's internal songs aren't for public performance. The program CAN be used as long as you have your own karaoke songs., that you purchased outside the program.

Not sure what you are looking at but this is a direct quote from the FAQ section.
